Design-Build and Qualification Based Selection of Design Firms
The legal rules associated with design and construction work in the public sector are often baffling due to requirements that qualifications-based selection criteria be used for professional design consultants rather than the more traditional price-based selection of contractors. In the public sector, it is often a violation of State or Federal law to seek or provide cost and price information in choosing a design-build firm or design consultants on other project delivery systems. This session will review requirements which exist in public-sector work effecting design-build construction manager-at-risk and other project delivery systems to ensure that leaders and decision-makers in the construction industry can confidently navigate qualifications-based selection requirements and pursue public-sector opportunities.
