A Strategic Approach to Capital Renewal

The past few years has seen a paradigm shift in the way Higher Education plans for capital renewal. The old method of preparing a list of items in the backlog and bringing it to the senior decision-makers for approval no longer works. Presidents, Provosts and Boards now expect multi-year facilities plans that take into account the current and future conditions of the facilities as well as programs needs.
Funding strategies for capital renewal are also changing because reductions of resources are occurring at the same time that aging facilities are increasing the demand for renewal. The result of these changes is a requirement for more comprehensive and sophisticated tools to evaluate among the competing needs in order to properly allocate such limited resources. This presentation will focus on life-cycle facilities planning and how this inexpensive, modern approach was implemented to meet the needs of The University of Texas System.
