Every campus has a building that no longer works—difficult to program, inefficient to operate, and often overlooked. At East Texas A&M University, one such facility is being transformed into a mission-critical public safety hub. This session demonstrates how adaptive reuse can convert underperforming space into a high-value asset. Because the project does not generate revenue, the university used a strategic, multi-year savings approach to fund the transformation. The new location places campus police in a more central, visible setting—supporting daily interaction and strengthening connection with the campus community. The project will provide the University Police Department with three times its current space while integrating Environmental Health & Safety, future training functions, and an ICC 500 storm shelter serving as the campus Emergency Operations Center.
